Kann mir bitte jemand eine Überarbeitung dieses HTML Codes geben?

Ich möchte lediglich, das sich ein neues Fenster (maximiert) öffnet, wenn man auf "http://www.deinen_domain.tld/Pfad_zum_Forum/portal.php" klickt.
