My Lists creates a global Todo list page that logged in users can access through their usercp.

Any logged in user can add a todo, but only a user set in the ACP as 'MyLists Administrator' can delete them.

In future releases we look to implement:

* Checkboxes to select todos, then mod options.
* Editing todo's.
* Individual user todo list.
